What Mozambican students must prepare first

Apply for your passport in person at SENAMI, no agentsMozambique's National Immigration Service (SENAMI) requires all passport applications to be made in person, either at headquarters in Maputo or at a provincial centre. Intermediaries are no longer accepted following documented fraud issues. Allow 6–8 weeks minimum. Do not use unofficial agents offering to "speed up" the process, this is exactly the kind of corruption SENAMI is actively prosecuting.

Your documents need consular legalisation, not apostilleMozambique is not a member of the Hague Apostille Convention, so apostille does not apply to Mozambican documents. Your academic transcripts and certificates must go through full consular legalisation, a chain that includes authentication by Mozambican authorities and then verification by the Portuguese consulate in Maputo (or the relevant European embassy). This is more time-consuming and costly than apostille countries. Allow 6–10 weeks. The good news: documents already in Portuguese do not need translation for Portugal applications.

For English-taught programmes in Portugal (increasingly available), IELTS 6.0–6.5 is standard. For Germany or the Netherlands, IELTS or TestDaF is required. Confirm the language of instruction before assuming you are exempt, even in Portugal, some programmes are taught in English only.

This is especially important at the University of Lisbon, University of Porto, and University of Coimbra, which receive large numbers of international applications. A personalised SOP consistently outperforms a generic one.

Verify agents and institutions, SENAMI corruption is documentedMozambique has documented issues with fraudulent document issuance through unofficial passport channels, and the study abroad agent market is largely unregulated. Always verify university links independently through official institution websites. Never pay into a personal account, and never use an agent who claims to handle your SENAMI application on your behalf, this is not legally permitted and has been used in past fraud cases.

Germany does not require any special document verification process for Mozambican students. You will need IELTS or TestDaF, a blocked account of €11,208, and certified translations of your documents. Check the Anabin database (anabin.kmk.org) to confirm your degree is recognised. Mozambique is in the Hague Convention, so apostille applies to your documents. The Goethe-Institut in Maputo offers German courses and the TestDaF exam. Budget for a connecting flight via Johannesburg or Addis Ababa.

VLIR-UOS scholarships include a travel grant — important since Maputo flights to Brussels are among the most expensive of the 7 destinations. Mozambique is confirmed eligible. Deadlines January–February at vlir.be.
